Dr. Sharma instructed the district magistrates to investigate suspicious establishments and said that if a forgery is found during the investigation, strict action should be taken against these establishments. He said that if any Emitra operator or institution in any other area receives a scholarship using incorrect documents or fraudulently, FIR should also be filed against them. An application should be written to the Department of Information Technology to revoke the license of the Emitter operator.

He instructed that if any institution or any student misuses the benefits of the scheme, then that student and institution should be separated from the scholarship portal and prevented from accessing it in the future. Along with this, you should also take legal action and collect an irregular amount. Write a letter to the relevant departments to cancel their affiliation to take the necessary action against these institutions.

The new reforms to be carried out on the portal are working on a scholarship scheme: He informed the county magistrates about the new reforms that need to be done on the portal to prevent cases of suspicious applications on the scholarship scheme portal.

He said that in 2023-24, new student applications will be submitted on the online scholarship portal through E Mitra Kiosk based on Aadhaar-based biometric identification. The decision to apply will only be made once the data received from Janadhar has been compared with that of Aadhaar.

He said that each student’s profile ID will be unique on the portal. From 2023-24, the scholarship portal will not accept semester applications.

He said that in order to track any falsification of data in scholarship applications, a maintenance log of every action performed at any level in the portal will be necessarily kept. If something is changed or edited in the portal, the old data will not be deleted, but will also be displayed in the trace.

He said that after July 1, 2022, if there is any change in the name, father’s name, mother’s name, caste, date of birth, area of ​​residence, Aadhaar number, then the portal will be red until the scholarship is issued. how suspicious will be marked.

He said that each student’s bank account details will be unique for the scholarship and the student’s bank account must be listed in his Janadhara along with his personal details. Duplicate bank account will be prevented when applying for a scholarship thanks to automatic detection by the portal.

Dr. Sharma said that the institute will be responsible for verifying all documents such as marks, bank account, mobile phone number, etc. of each institute-level scholarship application, and after checking all the facts of each application, the institute will have to announce.

Information technology will be used to prevent cyber fraud: Caste confirmation, student residence data will be obtained from the database of the issuing agency through the web service and automatically verified by the system. The student’s educational documents such as 10th and 12th grades will be automatically checked by the system after receiving the details from Raj E-Volt or DG Locker.

He directed that pending scholarship applications for the 2021-22 and 2022-2023 academic year be reviewed by July 31st and zero queue.
